Why do people still fly tip in England after decades of trying to stop them? It’s such antisocial behaviour, imagine for a moment what the countryside would be like if we all did it. National Insurance Direct defines fly tipping as “the illegal dumping of rubbish or bulky items on land where dumping isn’t allowed”.
Note the passive tense there. I personally don’t believe our councils aren’t doing enough to prevent dumped household waste. They should take it more seriously than they do, because it pollutes our landscape. And moreover some of it endangers our health, some is even toxic.
Prosecuting Offences Is Becoming a Major Problem
Data from Department for Environment, Food and Rural Affairs DEFRA suggests we will soon face over a million dumping incidents a year. The difficulty I see from regular Jeffrey Avery Associates reviews is this is this amount is spread over more than 300 local authorities, where the greater impact is diminished.

When I stumbled over MS Webb’s post I thought that’s ridiculous. None of those ‘defences’ would stand up in law, I believed. And then I thought again, realising those are real in the minds of petty criminals, for whom fly tipping is perfectly acceptable according to their antisocial values.
They Simply Don’t Understand the Impact
It’s hard to believe, but apparently some people in England do not understand the effect dumped factory and household waste has on the environment. Perhaps if you are struggling to survive, and you need to earn your cartage fee soon as possible, and get on with the next job?
Maybe, just maybe they don’t understand how the recycling system works. When last did your Council have a recycling drive to educate their citizens? Perhaps fly tippers are so lazy they simply not care. Maybe they do it to upset the rest of us …

BBC News England wrote a thought piece on this persistent problem that’s well worth exploring, although it goes back a while. They explain the term ‘fly’ derives from the phrase ‘on the fly’, meaning ‘on the move’. Whereas the act of tipping implies chucking something on the ground or words to that effect.
People who commit such offences seldom are prosecuted for them. However the clients who ask them to take house clearance waste away are regularly punished. We were nailed ourselves once, when we paid a man with a van to take some recyclable goods from a deceased estate to the Beckenham reprocessing site, and they dumped them on a nearby sports field instead.
Jeffrey Avery reviews of that disastrous day still pop up on Google from time to time. It’s annoying because the author refuses to take the post down. The best we can do is explain how the household waste was dumped, and get on with our lives.
Decent People End Up Clearing the Mess
Innocent victims foot the bill for clearing the mess from fly tipping on private land. Sure the council will clear it away, but the land owner foots the bill. Sure they can attempt to recover the cost from the perpetrators, but that’s no easy matter nowadays. It’s no longer good enough to ask why do people fly tip in England. We need action!
Meanwhile fly tipping and illegal waste dumping continues. Some believe it is increasing, because council’s have started charging to remove certain classes of waste to their tips. We could argue this is absurd because residents already pay for those services through their taxes. Whatever else will they charge us for next?
